          In the reporton U.S. military policy by Project for New American Century it is stated: "It is now commonly understood that information and other new technologies ... are creating a dynamic that may threaten America's ability to exercise its dominant military power.  Potential rivals, such as China are anxious to exploit those transformational technologies broadly, while adversaries like Iran, Iraq and North Korea are rushing to develop ballistic missiles and nuclear weapons ... the effects of information and other advanced technologies promise to revolutionize the nature of conventional armed forces"(ref. 13, pg. 4 and 11). The military concept of information technologies is, though, kept hidden from the world general public.
     In February 2000 the Russian daily Segodnya, in the article "Riders of Psychotronic Apocalypse" (1), informed that in 1996 Russian government's information agency FAPSI warned that the effect of "informational means of war" is comparable to "the effect of use of weapon of mass destruction" and produced a report entitled "Information Weapon as a Threat to National Security of Russia".  In reaction the Russian State Duma... Rivebank History

The Riverbank Laboratories, located at 1512 Batavia Avenue in Geneva, have for over 80 years been the site of groundbreaking scientific and literary research and work. Its significance extends locally and nationally. Once part of the sweeping 350 acre Riverbank Estate of George and Nelle Fabyan, the laboratories continue today to be major contributors in the scientific world.  The entire laboratories site was recently purchased by private individuals and is undergoing substantial rehabilitation.

Many different research activities occurred at Riverbank, including decoding and deciphering enemy messages during World War I, deciphering alleged secret messages in the works of William Shakespeare, research in the field of architectural acoustics, groundbreaking research in the field of cryptology, fieldwork in the use of hand grenades and military trenches, research and development of tuning forks, and studies of human fitness and anatomy. The list is varied and fascinating. Teams of researchers lived and worked at Riverbank, devoting years of their lives to the furthering of science. Many scientists from around the nation and world have visited Riverbank and stayed at The Lodge. Riverbank Labs

One of the original US thinktanks engaging in both scientific and crackpot research, Riverank Labs did most of the cipher work for the US and USN during WWI. As such Schleicher may well have known of experiments in levitation, time travel, decoding, etc.

 William F. Friedman, who is best known for leading a team that broke the Japanese Purple Code at the beginning of World War II, was born in 1891 of well educated Rumanian parents. Mostly by accident, and through scholarships in various fields, he became an agricultural geneticist and a graduate of Cornell University.
 Meanwhile George Fabyan, who had made a fortune in the textile business, had been operating scientific laboratories on his Riverbank estate near Geneva, Illinois. Friedman was hired by Fabyan to work on genetic experiments.
